WIndows 10 Ethminer slow type writer

I had some issues with Ubuntu and my 8 GPU rig So I changed to Windows 10 Pro. Strange thing is that the output is very slow. like one finger typing.

I have 4 AMD HD7990
Genoil 1.1.7
AMD Radeon 16.9.1

I will see if downgrading the AMD driver make a diffrince but any other suggestions?
