Re-Install Windows or driver?

I've already gone through all the troubleshooting steps, but when I add more than 2 cards to my rig that I installed windows 10 on, the 3rd card will get 0MH/S for a while, then go up to like 3. It's not the slot on the board, or the card itself, I've even tried changing the pci usb connectors. It was working fine earlier for more than 3 cards. I upgraded to a EVGA 1000W fully modular psu, that gets 83Amps on the 12V rail. I can power up to 4 r9 290's safely. I've already turned off gpu power saving, crossfire, crossfire power saving, changed the pci generation speed to gen 1 in the bios, and forced constant voltage through MSI.
