RX 480 Do i have a power issue?

I had my RX 480 up and running great last week. No OC or BIOS mods and hashing what I would expect while drawing around 150 watts according to Afterburner. I added an RX 580 this week and installed it in the main slot and moved the 480. After tons of tweaking and BIOS mods and continual crashes, I'm back to stock and wondering if I have a power supply issue. It will run pretty stable for a few hours (or less), but eventually it freezes up Windows. The miner still appears to be running, but shows the 480 isn't doing anything. The 580 seems to keep going, but the fans on the 480 kick up to super speed and the computer is unusable. I noticed that in the second slot and on it's own plug from the power supply, the 480 power jumps around by ~5-6 watts and is only pulling ~115 watts according to afterburner. It also doesn't seem to max out the core clock like it did before. Does anyone have any thoughts or suggestions about troubleshooting this? Should I just try a different slot or power plug from the power supply? The power supply is a 650W gold. Is that just not enough for a hobby miner with 2 RX gpus? Thanks for any help!
