I have two boards that have 4 actual graphics card slots, but I have never been able to get 4 cards working right. Can anyone offer some advice? I don't want to use risers, as the grfx cards need to be contained in the case. I can only get 3 working.
Here are the boards, and the issues:
1) Gigabyte Z99-SLI, tried 4 x RX 480's. All 4 cards show up, but the when I put 4th one in, driver will not load. I plugged in the extra power to MB.

2) Asrock Z170 - 4th card does not show up when inserted. Nothing, Zilch. (outer slot)

Both running Win 10 Ent. Does forcing PCIE 2 or 3 help? I am using all r9 380/390s & rx 480's. Nothing too old.
Any suggestions appreciated..
