PCI-e x1 multi gpu problem

so i have the GIGABYTE GA-F2A88X-D3HP rev 1.0 and i cant get more then 2 gpus to boot when plugged into the pci-e x1 slots.
but the x16 slots work fine.
i am using usb powered risers.
any help?
