So.. I regularly use the 1x to 3 1x switches, and they work like a charm. I stumbled upon this on ebay... But I don't see any actual circuitry. It's also really cheap. Like I don't see the actual processor that switches the PCIe lanes. I also don't think it's on the back of the PCB, because it'd need a VRM and probably plenty of ceramic caps right behind the die. The board looks too bare to work... Maybe there's something I'm missing?
