halfway through building TB250 miner curious about gpu/psu setups

Hi,

firstly im new and only just learning so forgive me if i do something wrong or post in wrong section.

wondering if i could pick your brains

so far i have purchased

biostar tb250 board

HyperX Fury Black Series 4 GB 2133 MHz DDR4 CL14 DIMM Memory Module (Skylake Compatible) ram

Intel Celeron G1840 Processor 2.8 GHz LGA1150 2 MB Cache Boxed CPU

120GB SanDisk 2.5'' Ultra Plus SSD Solid State Drive SATA III SDSSDA-120G Laptop

PowerCool 550W Semi Modular 80+ Power Supply (as plan to run only 2 gpus to start.)

Are these parts all compatible?

How do install windows on to the ssd?

Is the psu ok to run 2 gpus?

Im hoping to run it in a Cooling ATX Tower while i only have 2 gpus now what i dont get is why everywhere recommends the RX480/70 range when i can get the Sapphire AMD Radeon HD 7990 for a cheaper price in england and it can mine at 36mhs? correct me if im wrong just wanted to check it will work with my board before i purchase 2 , then i plan to slowly add a gpu each month as this is hitting the bank hard at the moment.

i get free electric by the way so im guessing it could be efficiency or are they alot louder? i would pefer a quieter gpu if possible but i would also like it working stable and making alot of money.
