Can't saturate memory subsystem on RX 470 Reference (4GB Elpida)?

I got a VisionTek Reference RX 470 4G Elipda memory card. It does 21.7MH/s, and it just dead ends. I flashed 1750 and 1625 straps... Nothing. I opened GPU-Z, and I noticed that legit no matter what I did I couldn't get memory controller load to 100%, like any of my other RX 480 8GB cards. It just sits there between 95 to 96 percent. Some weird stuff going on. I raised the core clock to 1300 MHz... 1% increase in memory controller load. I underclock it to 1GHz.... 95% usage.
WTF?
I'm using 16.9.2 drivers. I guess I could try newer drivers? Using claymore 9.3 ETH+(Other coin) miner
Windows 10, and I have all the environment variables set
I have these set in the batch file to launch the miner:
setx GPU_FORCE_64BIT_PTR 0
setx GPU_MAX_HEAP_SIZE 100
setx GPU_USE_SYNC_OBJECTS 1
setx GPU_MAX_ALLOC_PERCENT 100
setx GPU_SINGLE_ALLOC_PERCENT 100
adjusting -dcri values doesn't do anything
toggling ASM does nothing
