cannot create DAG on GPU

im currently using claymore dual eth miner and i keep getting the error saying GPU1, OpenCL error -4 (0) - cannot create DAG on GPU on both of my GPUs. i have a 7970ghz and a r9 280x both are 3GB cards. i set my page file to 20 gigs and i still get the error. im using the latest radeon driver and im on windows 10 64bit. im at a loss as to whats causing the error, any help is appreciated.
