2nd gpu wont mine without crossfire being on

I have two rx 580's that can each of them can mine at 30mh each. But when i put the second card in and dont turn crossfire on, 1 card gets 27mh, the other only gets 4mh. After some findings I have discovered that fhe second gpu is stuck at 300mhz clock and memory speed. And I cant use afterburner to adjust the settings to make it go up. If I use claymores -cclock -mclock setting my rig instantly crashes.

If i turn crossfire on, the first card gets 27mh and the second card gets 30. I think crossfire is sacrificing my 3mh hashrate. Is there a way to not enable crossfire and mine with all cards?
