5 GPU mining rig, 1 GPU doesnt work , order of which GPU does work seem random

I bought my 5th GPU ( R9 390 8gb MSI) to my mining rig today. So now my mining rig contains 4 R9 380 8b (3 MSI, 1 XFS) , 1 rx 470 4gb.
Once i connected it to my rig, new GPU driver says it is not installed properly. I get this error saying its not installed properly. All other GPU's work without any error.
To confirm its not any issue with riser cables or the Gpu, i disconnected one of my old GPU , and tried it. Now all the 4 GPU incl the new GPU works without issue. Also to confirm there is no issue with the pci-e slot, I disconnect one GPU that was working and turned on with 4 GPU , it worked.

But As soon as i connect my 5th GPU, one of them is randomly not working saying driver not installed properly.
I tried to install between these two drivers(in the pic) , it will make the GPU in the problematic slot works, but working slot GPU now start saying driver not installed properly. There is no difference in terms hardware id as well, one works , one didnt .

I did a clean uninstalling of AMD and tried it again. Its the same result. I use asrock h97 anniversary. Reinstalled intel chipset software as well.

Please help me to resolve it. Much appreciated. Thanks a ton.
