WattTool shows no values if monitor is unplugged

TL;DR; How to automatically restore WattTool settings after power failure with no monitor plugged to GPUs.

I have an issue with setting WattTool values. I have a bat file which restore proper settings after system crash, but when there is no monitor plugged to the rig the values can't be restored because WattTool doesn't see my cards. The solution is to login through Remote Desktop and then run the bat file, but it's painful when need to be done on dozen rigs (e.g. after general power failure).

Is there any workaround for that? A setting in Windows provide cards details even when no monitor is connected?
