RX 470 vs 480 (8GB)?

I'm looking to purchase 20-25 Gpus and I'm trying to wrap my head around which card to get. I've seen that most 470s max out at 28MH/s and 480s at 31 MH/s.

So what gives better results? 8GB vs 4GB? Higher Clock/Memory speeds?
