Oscillating HashRates in Genoil

Is it normal to have the Genoil miner reporting values like below, alternating values (in this example between 10 and 15). I never get a steady hashrate on most of my miners. What is the cause and how do I Fix it? Or is it normal? I believe it averages out.

(R9 270 on Genoil ) - Doesn't matter which pool I use - usually get oscillation.
