6x RX480 Rig, 5/6 cards "working"

Greetings,
Long time lurker, first time poster. I read this forum daily, and have been involved in Ethereum since ~March. I just completed building my fourth rig two days ago (after having all the parts except the RX480s, which finally arrived Tuesday, for almost two months!) In my first three rigs I never experienced a problem I couldn't eventually figure out via google-fu/trial and error.
My current problem is that everything is working fine, except only 5 of my cards are working - the 6th doesn't appear to be receiving any power (fan doesn't spin.) I secured all the power connections, tried again - no dice. I then thought maybe it was a riser issue (before now I have been very lucky and haven't had any issues) so I swapped the PCIE connection to the MB with the adjacent working card's (moved PCIE 2 to 1, and 1 to 2). That resulted in now two cards no longer working, so naturally I swapped it back so I would have 5/6 working and not 4/6. So figured that wasn't the issue
May there be some simple thing I'm overlooking? In all my rigs I pretty much use all the same parts (h97 anniversary or h81 btc pro mobos, 8gb ram sticks, intel celeron CPUs, 120GB SSDs, EVGA G2 1300w supernovas, USB risers - probably foolish, but all parts new.) The only thing that sticks out as different to me is that my other two rigs with 6x cards are H81s and my original little 4-card rig is H97 anniversary (like the one I'm currently experiencing difficulty with, but it doesn't really seem that would be the issue.)
I'm using ETHOS, and 5 of the cards are 8GB XFX, 1 is 8GB MSI (though it's one of the XFXs that isn't presently working.) FWIW. I believe I must be missing something simple and any aid would be greatly appreciated!
