New miner here - My % in unprocessed blocks keeps going up not down

Hi all, I am still reading and trying to get a grasp of the whole mining process so bare with me. I have been running ethminer for days now and my percentage of unprocessed blocks never reaches 0. It gets down to .21 and then just back up to .26'ish. I am assuming that this decreases to zero as the block is harvested? I'm hoping you can let me know what i'm doing wrong.
