Sapphire 7990 ETH Issue

I've recently acquired a cheap Sapphire Radeon HD 7990 to add to my free power setup and can only seem to get 14mh/s per card. I've tried the 15.12 Drivers and I've tried the newest drivers with the same results. I read of people getting 44-58mh/s with this card and my speeds are where they should be when I mine other coins such as ZEC and Monero. What am I missing here? =S
Any constructive help or suggestions would be much appreciated.
