rx 470 rig error

i have build a 5 rx470 system, but when i boot, it said this device cannot find enough resources that it can use(code 12), how to fix?
spec:
cpu: i3-6100
ram: 2x ddr4 2133mhz
motherboard: asrock h170 pro4
