Having trouble to flash MSI rx470 4g

Hi guys,

I`ve recently bought hardware for 4 rigs like this:

Asrock z170 PRO4S
Pentium g4400
16gb ddr4 2400mhz
5 msi rx470 4gb (Hynix)
xfx 850w
evga 400w

Windows 10 and Crimson 16.9

Now I need to flash the GPUs bios because they are drawing too much power and both the PSUs are not dealing with them so greatly but when I try to open atiwinflash there`s this message



even when I try to DOS the same error persists



I don`t know what to do anymore, seriously.
